He studied Energy Economics, Geographical Economics, Industrial Economics and Business Administration at the University of Cologne in Germany. This training helped him to work as a consultant for the Latin American Institute of Social Research ILDIS (Friedrich Ebert Foundation) and to lead the project Economic Situation Analysis of ILDIS - FES. One of his major contributions was the study of foreign debt. His experience led him to teach at undergraduate and graduate universities in Quito, Guayaquil and Cuenca, in Ecuador, and at the Complutense University of Madrid in Spain.
Since November 2008, he has worked as a research Professor at FLACSO. Previously, he was Minister of Energy and Mines (January-June 2007) and President of the Constituent Assembly (November 2007 - June 2008). He has participated as a panelist in national and international conferences. He is author of numerous contributions in collective and individual books.
